Behlendorf begins the conference with a retrospective of open source, both conceptually and pragmatically. His thesis is that a successful open source project can be scalable, decentralized and useful. He uses examples from business, politics, and hacker culture to note his points.

Ghosh presents on the international FLOSS survey done for the European Union. He indicates some of the reasons why Free/Libre and Open Source Software is useful to communities, and illustrates these points with the inspirational success story of Extremadura.
